ASEAN Leaders Release Timor-Leste as 11th ASEAN Member On November 11, 2022, the ASEAN Leaders issued a statement on Timor-Leste's application for ASEAN membership. The statement said: "We, the ASEAN Leaders, met in Phnom Penh, the Kingdom of Cambodia on the occasion of the 40th and 41st ASEAN Summits and related summits, considering the outcome of the mission. Seek the truth of the pillars of the ASEAN Security-Political Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community and agree that: 1: In principle, Timor-Leste is allowed to join the 11th ASEAN member. 2. Give Timor-Leste observer status and allow Timor-Leste to participate in all ASEAN meetings, including the plenary sessions of the ASEAN Summit. 3. Develop a roadmap based on the neutral criteria for full membership of Timor-Leste, including the key achievements identified by the report of the three pillars of the ASEAN Fact-Finding Mission and assigned to the Coordinating Council. ASEAN to create this roadmap and submit it to all ASEAN leaders for approval during the 42nd ASEAN Summit. 4. All ASEAN Member States and external partners must fully support Timor-Leste in achieving those goals through capacity building and other necessary support for accession. Timor-Leste is a full member of ASEAN.
ASEAN LEADERS' STATEMENT ON THE APPLICATION OF TIMOR-LESTE FOR ASEAN MEMBERSHIP We, the Leaders of the Association of Southeast Asian Nations, gathering in Phnom Penh, the Kingdom of Cambodia for the 40th and 41st ASEAN Summits and Related Summits, considering the outcomes of the Fact-Finding Missions to Timor-Leste conducted by the ASEAN Political-Security Community, ASEAN Economic Community and ASEAN Socio-Cultural Community, and agreed: 1. In-principle to admit Timor-Leste to be the 11th member of ASEAN; 2. To grant an observer status to Timor Leste and allow its participation in all ASEAN Meetings including at the Summit plenaries; 3. To formalize an objective criteria-based Roadmap for Timor-Leste's full membership including based on the milestones identified in the reports of the Fact-Finding Missions conducted by the three ASEAN Community pillars, and tasked the ASEAN Coordinating Council (ACC) to formulate the Roadmap and report to the 42nd ASEAN Summit for adoption; 4. That all ASEAN Member States and external partners shall fully support Timor-Leste to achieve the milestones through the provision of capacity building assistance and any other necessary and relevant support for its full membership in ASEAN.
